Can you transfer a phone on verison wireless from one account to another?

My mom has a verison wireless account with outstanding bills. i want to transfer my phone to my dads plan but i dont know if i can without paying the outstanding bills. i need to know if its possible to do it for free|||ya it should be possible for free!!!!!
